The City Council of the City of Sterling City, Texas met in Regular Session on            June 21, 2017 with the following members present:

Constituting a quorum with Andi Davis being absent, and the following member of the City Staff:

REGULAR MEETING

CALL TO ORDER
Meeting was called the meeting to order at 7:05.

CITY SECRETARY TO ADMINISTER THE STATEMENT OF OFFICER AND OATH OF OFFICE TO NEWLY ELECTED MAYOR, LANE HORWOOD; COUNCIL MEMBER WARD 1, CHARLIE STEVENS AND BROOK DICKISON; COUNCIL MEMBER WARD 2, GEORGE RODRIGUEZ AND COUNCIL MEMBER WARD 3, RANDY GUETERSLOH.
City Secretary, Marla Arizola, administered the statement of officer and oath of office to Mayor Lane Horwood. Mayor Horwood then administered the statement of officer and oath of office to Charlie Stevens, Brook Dickison, George Rodriguez and Randy Guetersloh.

ACCOUNTS PAYABLE AND FINANCIAL REPORTS
A motion was made to approve the accounts payable and financial reports as read.

OLD BUSINESS:
No old business to discuss.

NEW BUSINESS:
Discuss and/or act upon trading City land by the wastewater plant with Stan Horwood.
Stan Horwood approached the Council to discuss trading the right away going into the wastewater plant that he owns, with an acre of land that runs beside is property. Stan told the Council he would get the paperwork done to show this trade.
This item was motioned to be placed on the July 10, 2017 agenda for further investigation.

Discuss and/or act upon a draft of an interlocal agreement with Sterling County for the City to provide management for the park.
A motion was made to accept the draft of an interlocal agreement and it to be sent to Judge Leslie Mackie and County Attorney Lilli Hensley for the approval from the County at their next Commissioners Court.

Discuss and/or approve an amendment to the TDS contract for the City cleanup.
A motion was made to approve an amendment for TDS to bring two roll off containers up to the City warehouse where City citizens could dispose of their bulky materials instead of the two cleanups per year.

Discuss and/or accept Andi Davis's resignation from the SCAD board and appoint a Council member to that seat.
Since Andi was absent from the meeting, a motion was made to table this item for the July 10, 2017 meeting.

Discuss and/or approve reimbursement to Wesley Turner for vet bills.
Wesley approached the Council requesting reimbursement for the price of a puppy that died and vet bills that incurred due to the puppy contracting parvo that Wesley said he brought home from him being contaminated at the animal shelter.
He was asking for $200.00 for the puppy and $229.00 in vet bills. After some discussion, George Rodriguez motioned to pay the vet bills only. Charlie Stevens motioned and Brook Dickison seconded to keep discussing the legalities and consequences that come with reimbursing him for something he could of took precautions with, not knowing for sure if he brought it home with him and the City not having the money.
A motion was made not to reimburse him the $429.00 he requested.

Discuss and/or act upon Texas Gold Lodges Hotel/Motel taxes.
Lane Horwood placed this on the agenda after talking to Marla about hotel/motel taxes. He saw that the Texas Gold Lodges hasn't paid their taxes since the second quarter of 2016. Marla informed the Council she has sent letters but had no response.
There was a motion to have Marla draft a letter stating that legal would be contacted if not paid within 30 days.

None

MAYOR/CITY COUNCIL ISSUES FOR FUTURE CITY COUNCIL AGENDAS.
Lane Horwood expressed he would like to see the animal shelter moved. Brook Dickison instructed Richard to put a training procedure in place for the animal shelter.

PUBLIC WORKS DIRECTOR'S REPORT.
Richard Seals, Public Works Director, reported they got the gravely mower out of the shop and had to put new spindles on it. The exmark and the gravely are the only two mowers they have working now. He got an estimate of $3000.00 for a new deck for the John Deere. He also reported that he or Marla has not heard anything about the sewer grant.

CITY SECRETARY'S REPORT.
Marla Arizola, City Secretary, reported that she had been working on Ordinances and on the 2017-2018 fiscal budget.
